Roughly three years after the creation of his mandate, United Nations Special Rapporteur Maina Kiai reflects on the global state of assembly and association rights. Although the mandate was created against the backdrop of shrinking space for civil society, a massive and growing global protest movement has grabbed most of the headlines since 2011. Kiai argues that the mandate has made a measurable impact – it has helped raise awareness of repressive NGO laws, provided technical assistance to governments to (...) strengthen assembly and association rights and developed soft law. But perhaps, the most important work of the mandate has been its contribution to a better understanding of just how important the rights to freedom of peaceful assembly and association are. Assembly and association rights are a powerful tool to promote dialog, pluralism, broadmindedness, tolerance and civic participation; they satisfy people's fundamental desire to take control of their own destinies. And if anything, the past few years have taught us that the worst turmoil comes when this desire is suppressed. When people are denied something so fundamental, rage inevitably follows. When people have no outlet for that rage, it can ultimately manifest itself as something much more chaotic than a street protest. (shrink)

It is notable how some papal social encyclicals have interchangeably used the terms ' common good ' and 'human rights.' This article analyzes the papal common good teaching and its contemporary shift to include human rights. I also explore the differential nuances between the common good and the human rights. Human rights as advocated by civil societies are understood as arising from a conception of the nature of the human person. The common good has been expressed in practical ways through (...) human rights, especially the right to work and receive a just wage. The papal social encyclicals are viewed here as relevant to our contemporary world where extreme capitalism and unrestrained consumerism have led to the accumulation of wealth and power in the hands of a few people. The nomenclature of the Anthropocene for this geological epoch marks in a novel way the global impact of human activity on the world. Consequently, it creatively raises the alarm bell of global environmental devastation. However, the narrative implicit in the Anthropocene presents challenges to use it as a departure point for developing an ethics of responsibility, as it contains morally relevant but ambiguous etiologies, phenomenological challenges to discrete human agency, and the potential erasure of both causes and victims of global (...) environmental degradation. This challenge compounds the challenges to traditional models of responsibility‐as‐imputation by global forms of environmental degradation signaled in the Anthropocene. Our new epoch demands new models of responsibility. This article draws upon neglected work by Paul Ricoeur to reconstruct a twofold model of responsibility: (1) responsibility‐as‐imputation and (2) responsibility for the fragile other and the domains that amplify fragility. It shows that a twofold model can more completely respond to harms elicited by anthropogenic environmental degradation by maintaining the benefits of traditional models of responsibility‐as‐accountability while dramatically expanding the subject and objects of responsibility through attention to the fragile and thus better serving us as we navigate responsibility in the Anthropocene. Moral theology explores the sources of the moral teaching in several religions. It is the branch of theology that analyzes the scriptural, rational, and ministerial bases of moral teaching on various issues in Christian living. Moral theology in the Catholic Church has been undergoing rapid development since the Second Vatican Council. This essay presents the encyclical Veritatis Splendor as providing an important perspective on fundamental issues in moral theology. In Veritatis Splendor , Pope John Paul II gave the response of (...) the church magisterium to the issues raised for decades in moral theology. This essay also evaluates the Catholic moral theologians’ responses to the encyclical. The theologians are categorized into two groups: the theologians who support the encyclical and the ones who view the encyclical in a critical way as misrepresenting their ideas. The essay recommends the encyclical Veritatis Splendor for renewing interest in fundamental issues in moral theology. (shrink)

People of different religions and ethnicities have become neighbors in our cities. Religious dialogue is more necessary in our contemporary world than it has ever been in history. A good understanding of religions is viewed as making dialogue and respect possible, especially between Muslims and Christians in our contemporary societies. Focusing on areas of shared beliefs and practices further promotes collaboration on issues of human flourishing. This essay explores the social-political dimensions of the strict monotheism in the religion of Islam and also argues for its relation to the Christian beliefs and practices. The Islamic understanding of human persons as created by God first before all other creatures is viewed as the foundation of human responsibility. A human being is believed as endowed by God with an inherent responsibility to promote economic and social equality. (shrink)

De même que Frédéric Nef, je suis séduit par les nombreuses vertus philosophiques de ces relations liantes. Ma contribution ne portera (...) pas sur une critique ou une défense de ces relations mais sur l'étude de leur nature, et en particulier, de leur possible nature méréologique. Je vais esquisser rapidement certains aspects de la théorie classique du faisceau que je qualifierai de réaliste pour opposer ensuite les variantes réalistes à deux autres versions méréologiques de la théorie, que je qualifierai d'éliminativistes. Ethics deals with how we make decisions and the actions we perform. In decision-making, one weighs the pros and the cons of any course of action. Besides the realm of the private, there are ethical issues regularly dealt with in public discourses. Human identity in most instances is a cultural and religious construct. Our socio-historical background as human beings is constitutive of our identity and also informs our ethical decision making. In this essay, I argue for a possibility of positively (...) incorporating ideas from world religions and diverse cultures into public ethical discourses. Since world religions are about people, it is possible to appropriate humanity as understood in religions in the development of ethics. Hence, I present religions as practically relevant in the analysis of public ethical issues. Public ethical discourses are viewed as inclusive of history, religion, and culture. Further, the work of the philosopher Paul Ricoeur is presented as a way of reconciling subjectivity and objectivity in history and ethics. This essay is an analysis on ways in which the debate on ethical issues can incorporate all the voices in a society without excluding anyone while avoiding ideological extremism.  . (shrink)

This project was undertaken to develop a telelearning knowledge base aimed at making specialized telelearning knowledge accessible to non-specialized practitioners in the field. The challenge stems from a rationale related to a user-centered approach for the software design process, which is focused on learning in the context of professional practice, the bridge to be built between expert and practitioner knowledge, as well as the knowledge valorization of the latter. In order to take into account users and their situated actions, a (...) usage study was integrated in the analysis phase. This study allows the creation of procedural and contextual telelearning models, and also lists of needs. These results serve as a basis for formulating guidelines for the development of ontologies, for the design of the telelearning knowledge base user interface and telelearning knowledge base environmental description. Although contract sugarcane farming is the most dominant and popular land use among farmers in Nzoia Sugarbelt, results from a 2007 study suggests that the intended goal of increasing farmers’ incomes seems to have failed. With a mean monthly income of Kenya Shillings 723 (US $ 10) from an average cane acreage of 0.38 hectares, it would be difficult for a household of eight family members to meet their basic needs and lead a decent life. Analysis of farmer statements showed (...) that up to 86% of the changes in net income were significantly determined by six cost variables as a group (i.e., acreage, tillage costs, seedcane costs, transport costs, yield, and farmer’s education level). Area under sugarcane had the greatest influence on net income whereby an increase in one hectare under cane would result in an increase of Kenya Shillings 110,427 in net income (per crop cycle of 21 months), holding other variables constant. This translates into Kenya shillings 5,258 per month (or 175 per day per household, or for a family of eight people—KES 22 or US $ 0.3) per member, which is far below the international standard of absolute poverty. Key net income depressors were tillage, seedcane, and transportation costs, all of which were determined by the company with no input from farmers. To bridge income gaps between the company and farmers in favor of sustainable community livelihoods, this paper argues strongly for the need to institutionalize Corporate Social Responsibility within the daily operations of the company particularly to address net-income depressors. Ten key building blocks for such a policy for Nzoia Sugar Company are suggested, based on farmers’ responses and ethical considerations. (shrink)

Signifiance originelle du visage perçant sans cesse ses formes plastiques et représentées qui sans cesse se referme sur la voix silencieuse ou inouïe du commandement signifié! Pourquoi identifions-nous spontanement toute oeuvre d'art a une representation? D'ou provient cette assimilation? De la Poetique. Pourquoi cependant continuons-nous a trouver dans le texte d'Aristote la verite de toute oeuvre? Tout art est-il representatif? De fait, dans sa production comme dans sa reflexion, l'Art nous impose de renoncer au desir aristotelicien. Se delivrant de cette longue fascination, la philosophie doit dorenavant elaborer une esthetique des arts reels. L'Art n'est pensable dans sa specificite (son exces de l'eidos) qu'a la condition de (...) cette rupture. Seule l'injonction neo-aristotelicienne du poetique ou desir d'impuissance enferme l'art dans la representation. La meme impuissance nous fait aimer notre initiale complaisance dans la figure. La philosophie ne liberera la comprehension de l'art, comme de l'etre, que par l'abandon de ce desir de cloture. Comment parviendrons-nous donc a nous delivrer du desir representatif et par la a consentir a la puissance a l'oeuvre en toute activite veritable (art et philosophie), c'est-a-dire au desir d'immensite? Un coup de dés jamais n'abolira le hasard, mais il suffit d'un seul pour le faire exister. Pour faire exister quoi, au juste? Certainement pas, hypostasiés, le hasard ou la fortune. Et si ce qu'on appelle hasard était coextensif aux innombrables coups de dés qui en relèvent? Y a-t-il d'abord, dans l'existence très en général, autre chose que des coups de dés (même s'ils se passent de dés et ne prennent pas forcément la forme de coups)? Localement, il semble bien (...) y avoir des nécessités ou, sur un autre plan, des mérites, mais que subsiste-t-il d'eux à l'échelle impensable de la pluralité des mondes? À remarquer qu'en tant que paysans, attachés au mieux à la localité terre, il est heureux que nous puissions essayer de nous raccrocher à quelque nécessité ou mérite, car vivre un "pur" hasard incessant risquerait fort de nous disloquer l'entendement et le reste. Mourir, c'est au moins devoir être arraché à notre échelle humaine (je ne me risquerai pas à dire que c'est en changer). Le problème, c'est que nous y tenons beaucoup à cette échelle, à cette mesure de toutes choses : aux aléas et aux nécessités, aux mérites et aux démérites, etc., de l'existence humaine. Il semble à nombre d'entre nous que cela vaut beaucoup mieux que rien, puisque mourir condamne pour eux à l'inexistence. "Rien" est ce drôle de mot qui, étymologiquement, dit la chose pour en arriver, dans notre langue, à dire la non-chose. Il suggère à sa façon que nous n'arrivons pas à penser la mort autrement que comme une négation de nos choses (êtres, affaires, faits, etc.). "Néant", si on s'en tient à son étymologie, est pire encore, car il peut signifier"non-race". Pourtant, nos choses sont bel et bien hasardeuses. Intégralement, aucune nécessité ne les ordonne et aucun mérite (ni démérite) n'en rend compte ; loin s'en faut. (shrink)

Der Andere steht zum Ich im Verhältnis der Nicht-Gleichzeitigkeit (Diachronie), der "Distanz, die Nähe ist". Paradigmen solcher uneinholbaren Anderheit sind der Tod und das Weibliche. The so-called Baldwin Effect generally says how learning, as a form of ontogenetic adaptation, can influence the process of phylogenetic adaptation, or evolution. This idea has also been taken into computation in which evolution and learning are used as computational metaphors, including evolving neural networks. This paper presents a technique called evolving self-taught neural networks – neural networks that can teach themselves without external supervision or reward. The self-taught neural network is intrinsically motivated. Moreover, the self-taught neural network is the (...) product of the interplay between evolution and learning. We simulate a multi-agent system in which neural networks are used to control autonomous agents. These agents have to forage for resources and compete for their own survival. Experimental results show that the interaction between evolution and the ability to teach oneself in self-taught neural networks outperform evolution and self-teaching alone. More specifically, the emergence of an intelligent foraging strategy is also demonstrated through that interaction. Indications for future work on evolving neural networks are also presented. Over fifty writers are represented here, including such major figures as Rousseau, Kant, Schlegel, Schopenhauer and Hegel, and the useful introductions and biographical details of the original are also retained. The aesthetic literature of the period is profuse (...) but this carefully edited volume offers a balanced selection which illuminates the ways people experienced music and how they came to an understanding in particular of the new music of their day. O confucionismo existe, na vida espiritual do povo vietnamita, desde muito tempo. A parte positiva do Confucionismo pode-se dizer que é o fato de ele contribuir para o fortalecimento das relações familiares, entre os parentes, bem como nas relações sociais de um modo geral; outra parte positiva consiste em motivar as pessoas a desenvolverem o gosto pela leitura e aprendizagem. Estima-se que a ética confucionista precisa ser provocada, a fim de contribuir para a construção da sociedade nos dias atuais. Na (...) contramão dessa positividade, pode-se afirmar que o confucionismo, de maneira geral, não valoriza, na medida necessária, o papel das mulheres na sociedade; na realidade, ele as classifica como pessoas insignificantes. É digno de se observar, entretanto, que, no contexto social específico do Vietnã, as mulheres encontram um lugar próprio na sociedade. Nossa pesquisa visa mostrar exatamente essa diferente concepção do papel da mulher na socidade vietnamita. (shrink)
